Study Overview

The Utah Department of Transportation (UDOT), Cache County, and the Cache Metropolitan Planning Organization (CMPO) are partnering to conduct the Western Cache Corridor Planning and Environmental Linkages (PEL) Study. This proactive planning effort will help Cache County and UDOT identify future transportation needs on the west side of the county. By planning ahead, the study provides an opportunity to evaluate transportation options, coordinate with local communities and agencies, and preserve future opportunities before growth and development limit choices.

Study Goal

The goal of this effort is to identify the transportation needs, eliminate unreasonable alternatives, and determine the location of a western corridor to inform future transportation and land development decisions, as well as allow for corridor preservation. A PEL strategy allows planning studies and information and decisions made during the planning phase to be used in subsequent environmental approvals required under the National Environmental Policy Act (NEPA).


Planning for the Future

This study is about planning ahead so future transportation options remain available as western Cache County grows. Identifying a future transportation option does not mean a roadway will be built. It helps preserve options for future generations while balancing transportation needs with community values

What will this study do?

  • Identify future transportation challenges and opportunities in western Cache County. 
  • Develop a wide range of potential transportation options. 
  • Screen options with a transparent screening process.
  • Consider environmental resources, land use, and community values throughout the study. 
  • Identify a future transportation corridor to support future planning and environmental review.  
  • Engage communities, stakeholders, and the public throughout the planning process.

The study will look broadly at the west side of Cache County and consider how a new north-south road could connect communities, improve mobility, and minimize environmental and community impacts.

Western Cache County is the rural western portion of Cache County, characterized by productive farmland, open space, wetlands, natural resources, and the small-town rural character that makes this part of Cache County unique. Although much of western Cache County remains rural and undeveloped today, population and employment are expected to grow in the coming decades. The Kem C. Gardner Institute projects the area’s population will increase by approximately 40% by 2055. As growth occurs, opportunities to preserve future transportation options become more limited.
