Notice of Public Comment Period

UDOT is currently developing a project specific Disadvantaged Business Enterprise (DBE) Methodology and associated project goal for the Frontrunner Strategic Double Track project. The draft DBE Methodology and Goal document can be found on the UDOT website at UDOT Civil Rights.

Comments may be provided to UDOT by sending an email to The document will be available for review and comment from March 21, 2023 - April 20, 2023. Only comments related specifically to the DBE Methodology and the development of the goal will be accepted. All other UDOT or DBE-program related comments should be directed to the appropriate contact provided on the UDOT website.

A public meeting via webinar will be held on Wednesday April 5, 2023 at 12:00 p.m.The link for the meeting is provided on the Civil Rights website under the section titled 'Project Specific DBE Methodology'.


Project Summary and Background

FrontRunner is the commuter rail system that currently provides service from Ogden to Provo along an 83-mile corridor, serving a total of 15 stations in Weber, Davis, Salt Lake and Utah Counties. To accommodate Utah’s growing population and the need for additional mobility options, UDOT and UTA are working to enhance the FrontRunner system.



In early 2021, the Utah State Legislature approved funding for the FrontRunner Forward Program. The FrontRunner Forward Program is determining strategic double track segments throughout the existing FrontRunner corridor to increase frequency, reliability, and speed of the existing FrontRunner service.


The current system has 61 miles of single track and 22 miles of double track. Single track areas cause challenges for northbound and southbound trains resulting in slow service and possible delays. By incorporating more double track sections, the frequency of trains will increase and the option to operate express trains will be available.
