UDOT held a public hearing on July 30, 2025, at the Wellsville City Offices to provide an outline of recommended improvements and benefits, a summary of environmental resources reviewed, and an opportunity to submit written or verbal comments and ask UDOT questions. U.S. Route 89/91 Wellsville RCUT
The Utah Department of Transportation has initiated a project to improve the safety of the intersection of US-89/91 and State Route 23 (Center Street) in Wellsville. Proposed improvements include the construction of a Restricted Crossing U-Turn (RCUT).
An RCUT is an intersection design that alters how left-turn movements occur. These intersections simplify decision making and minimize the potential for higher-severity crash types, such as head-on and angle crashes. Drivers from Center Street will turn right onto US-89/91 and continue to a designated U-turn area to turn and continue in the desired direction. RCUT intersections are suitable for rural, high-speed locations.
The intersection has been designed to accommodate farm equipment and semitrucks with trailers. Each direction will feature a 16-foot turning lane and 12-foot through lanes. The U-turns have also been adapted to allow large vehicles to navigate through the intersection safely and efficiently.
