Project Overview

The SR-16 Bridge Work project will replace two bridges and several pipe culvert crossings in Rich County between Woodruff and Randolph. The bridge replacements are located at Francis Road south of Woodruff and over the Woodruff-Randolph Canal south of Randolph. The culvert replacements are located just north of Francis Road.

The goal of this project is to bring the bridges and culverts into a state of good repair while continuing to support safe, reliable travel for all users of the corridor.

UDOT is also paving SR-16 from the Utah/Wyoming border to the intersection of SR-16 and UT-30. The project will remove and replace asphalt in some areas while applying a liquid asphalt layer, chip seal, in others. This project will help to increase the life of the roadway.

Project Timeline

Construction of the project is expected to begin in June 2026, with anticipated completion in Summer 2027. The project will have a winter shutdown in December 2026 and will return in Spring 2027.

No weekend or night work planned

Construction June 1

  • On Monday, July 20, the culvert crossings will have asphalt placed over them. Once this work is complete the signal north of Francis Road will be moved to the south to create a shorter one-way section.
  • The east side of the Woodruff Randolph Canal bridge has been removed and the east side abutments (the pillars that connect the bridge to the ground) will be excavated in preparation for removal beginning today.
  • SR-16 has been reduced to one-way traffic controlled by temporary signals near Francis Road in Woodruff and Argyle Lane in Randolph. The one-way signals allows the project to build the bridges while allowing local, recreation, trucking and emergency service traffic to remain open. The two signals will be in place through winter.
  • A restriction has been placed on loads wider than 11' and will need to coordinate with the port of entry to identify a detour.
  • Motorists are advised to expect delays and expect traffic to pick up on weekends and holidays en route to Bear Lake. Motorists can expect delays of approximately 15 minutes between the two lights.
  • Area projects: The Wyoming Department of Transportation is working on removing and replacing two bridge decks, one over the Bear River and one over the Bear River overflow, on U.S. 89 near the Utah/Wyoming border. Drivers should anticipate stop delays of up to 15 minutes through the rest of the summer.
