Study Overview

The Utah Department of Transportation (UDOT) Trails Division is initiating plans for a new segment of the Utah Trail Network (UTN) in southeastern Utah. Funding for this effort was awarded through the federal Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant Program.

This study will evaluate opportunities to create a paved, shared-use trail that connects communities and destinations throughout the region, providing safe and accessible travel options for people walking, biking, and rolling.

The study consists of three primary components:

  • Feasibility Study: Evaluate potential trail alignments along US-191 between Spanish Valley and Bluff (Northern study segments).

  • Environmental Assessment: Prepare an Environmental Assessment (EA) to evaluate a 61-mile separated, paved, shared-use trail along US-191, US-163, and SR-162 through San Juan County, Utah and the Navajo Nation. The purpose of the study is to identify and evaluate a trail alignment to address a lack of safe, comfortable, and reliable active transportation infrastructure in the southeastern corner of Utah as part of the UTN program, while taking into account any potential impacts on the natural and built environments.

  • Trail Design: Develop preliminary design plans for trail segments that would connect Monument Valley, Mexican Hat,  Bluff, and Montezuma Creek, which include portions of US-191, US-163, and SR-162 in San Juan County. Depending on the decision for the Environmental Assessment, construction plans may be developed to help prepare the project for future construction funding opportunities.

Note that there is currently no timeline or funding in place for the construction of this trail.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being or have been carried out by UDOT pursuant to 23 USC 327 and a Memorandum of Understanding dated May 26, 2022, and executed by FHWA and UDOT.
