- Planning: The project is added to the Statewide Transportation Improvement Program (STIP).
- Funding: The project is prioritized and receives funding.
- Design & Construction: The project enters final design, followed by construction.

Overview
As part of the Utah Trails Network, UDOT developed a project to address existing future safety and operational challenges along SR-130 in Enoch and Cedar City. As part of the project, a study was conducted to develop alternatives and determine a preferred alignment that meets the UTN Guiding Principles of creating a safe, comfortable and reliable route for people of all ages and abilities.
Study Criteria
To determine the best route options between Enoch and Cedar City, the study team used the following criteria:
Accessibility: How well the trail connects to neighborhoods
Connectivity: How the trail would link up with other bike and pedestrian infrastructure
Safety: Separation from vehicles and minimizing the number of intersection and driveway crossings
Livability: The ability and space to add amenities, wayfinding and landscaping
Feasibility: How easy and straightforward it would be to build the trail
