Study Overview

The Utah Department of Transportation (UDOT) worked in partnership with Carbon County and communities within Carbon County to conduct an Emerging Areas Study for the area. As part of UDOT’s mission to enhance quality of life, this process brought forward the voices of all parties to clearly understand the unique context of each of their areas and a broader context to define joint goals and objectives. By combining the unique characteristics of each community and gaining a better understanding of how each community wants to move into the future, we were able to define an action plan to collaboratively move to the future.

The Carbon County Emerging Area Plan provides an overview of the information gathered and the details of an action plan.

Study Goals 

The focus of the study was to coordinate with the communities within Carbon County to identify goals and steps to achieve those goals. The specific goals for this study include:

  • Gathering details, developing partnerships, and gaining ownership in the decision-making process.

  • Discussing and identifying the overall planning goals and actions for the region with a focus on transportation including land use and resource management as a strong background to making informed transportation decisions.

  • Outlining goals around a regional transportation plan that communities can work towards.

  • Providing mapping, technical assistance, and resources to support local planning work.

  • Identifying available funding sources to complete work plan items.

  • Developing work plans for all partners that move them toward their goals as identified in this study.
